MOVING FORWARD TOGETHER

Joan believes government should work as hard as the people it serves. She is running to make life better for District 31 families. Her priorities are grounded in what she’s heard from neighbors: costs are too high, roads are too dangerous, schools need support, and growth needs to be responsible. Here’s what Joan believes about these important issues.

Lowering the Cost of
Daily Living

Marylanders are facing rising costs for housing, health care, food, utilities, and transportation. Joan Barone Cole will fight for practical solutions that will help families stay rooted in their communities. That means expanding affordable housing opportunities, protecting renters and homeowners, supporting workforce development and good-paying jobs, and delivering targeted tax relief. She supports closing corporate tax loopholes, making the tax code fairer, and ensuring essential items and everyday services remain affordable for all.

Strong Schools, Real Accountability

Joan Barone Cole believes strong public schools are the fundamental foundation of a strong future. She supports the Blueprint for Maryland’s Future, but every dollar must not only be accounted for, but focused on supporting all classrooms, students, and teachers. Her focused priorities include teacher retention, smaller class sizes, early childhood supports, and preparing students for college, careers, and skilled trades. Education should create meaningful opportunities for every child, not just those with access to  the most resources.

Safe Communities and
Safer Roads

Keeping District 31 safe means more than just enforcement. Joan Barone Cole supports traffic-calming improvements, safer roadway design, and pedestrian protections; especially on dangerous corridors like Mountain Road and Ft. Smallwood Road. She also supports community-based violence prevention, secure firearm storage, and meaningful mental health resources. Joan also believes in real accountability that builds genuine trust between law enforcement and all of the members of the communities they proudly serve.

Responsible Growth, Housing,

and Infrastructure

Joan Barone Cole believes growth should be responsible, not forced. She opposes state zoning mandates that ignore local road capacity and school overcrowding. Her Local Voice Protection Act would ensure state housing initiatives respect county adequacy standards and infrastructure realities. She will also fight waste in Annapolis, demand accountability, and ensure that District 31’s voice is heard in every major decision.

Rights, Dignity, and Fair Opportunity for All

Joan Barone Cole believes each and every person always deserves to be treated with true dignity. She will fight to protect women's reproductive freedom, the rights of all immigrant communities, health care access for everyone, expanding voting rights and fair redistricting, fair opportunities for minority entrepreneurs and businesses, and an authentically fair shot for everyone - no matter where they come from or how much money they earn.
